ADDRESS INFORMATION SYSTEM
The Address Information System (ABS) is a project that registers the buildings where the citizens live, work and entertain themselves, as well as the streets and neighborhoods such buildings are located in.
There are two basic knowledge sets in municipalities. These can be expressed as “Human” in other words the citizen and “Real Properties”. All kinds of municipal services are developed on these two key elements. While it’s not possible to separate them, it’s not possible to provide services successfully if one of such is neglected. With ABS project, Universal collects and analyses data regarding these 2 elements.
Main objectives of ABS project are as follows:

Determining the real property inventory

For this purpose, entering the qualification data required for municipal transactions to the database

Determining the revenue losses and collecting

Creating the real property information, which is one of the key elements of City Information System, in a verbal context

Overlaying with digital maps and intelligent map conversion..
Due to the fact that since 2002, submitting a declaration every 4 years is no longer required, municipalities possessing revenue sources gained even more importance. Being content with citizens submitting their declarations is contrary to modern municipal work as well as it creates an inconvenient situation in terms of securing justice in tax.
As a result of ABS Operation;

Your building inventory is determined

“unique number” is generated representing each real property.

Your digital maps are converted into intelligent maps.

Digital maps are matched with “Unique Number” using “Objective Overlay” method.

All of your revenue service statements are associated with this number.

Qualification and quantity evasions are determined.

Invitations are sent to illegal users.

Tax payers responding to the invitations are;
- If a declaration is available, erroneous sections are corrected and matched.
- If a declaration is not available, a new one is created and matched.
- Accruals are generated.

Required “Information Hierarchy” is created for your municipality.
With ABS project that also changes the way the municipality works, the system provides updated data (such as Plot, building, land, apartment, etc.) regarding all kinds of real properties required for private transactions of operational municipal units (such as community police, utilities and construction, accounting, etc.)
Municipalities update and discipline their data as well as they provide a new and continuous additional resource for them with the ABS project, that provides significant increase in revenue when implemented with GAÇ (Revenue Improving Activities) project.
